I did a quick search to find out more and came across this article in the Journal Sentinal which provides more of the backstory.

Mark Gubin was having lunch with his assistant on the roof above his shop when “Taking note of all the low-flying planes, she said it would be nice to make a sign welcoming everyone to Milwaukee. ‘You know what would even be better?’ Gubin said.”
