This IRS rule is unacceptable.
supreme leader trump should not be denied travel because of not paying taxes.
Perhaps a fair compromise is that the rule is only enforceable if you owe between $50k and $900M. If you owe $1 Billion, no problem, this way the supreme leader can still keep his passport.
